The signing ceremony of the Memorandum of Agreement (MOA) between UP Diliman and Fluor Daniel, Inc. – Philippines was held at the UP Board of Regents Room at Quezon Hall on March 15, 2024. The MOA enumerated six streams of partnership for the benefit of the College of Engineering, which has been a continuation of the collaboration between UP and Fluor since 2012-13, with UPERDFI as the vehicle for donations. The MOA recognizes UP Diliman as one of Fluor’s sponsored universities under the Global University Sponsorship Program (GUSP), which is a part of Fluor Cares, Fluor’s community relations program.

Signatories were Fluor Daniel, Inc. – Philippines Regional Manager for Southeast Asia Operations, David Djojodihardjo, and UP Diliman Chancellor Edgardo Carlo Vistan II. Witnesses were UP COE Dean Maria Antonia Tanchuling, represented by OIC COE Dean Louis Danao as she was in Australia on official business, and Sr. Director, Global Center of Competency & Fluor Cares Executive Sponsor, German Camigla.

In their messages, Dean Tanchuing (delivered by Prof Louis) and Chancellor Vistan acknowledged with gratitude the continuing support of Fluor to UP Engineering. Fluor’s Regional Manager David cited that this was their way to attract top talents and for recognizing the significant role that numerous UP Engineering alumni in their 37-year history in the country have contributed to helping elevate Fluor Philippines to become a leader in the engineering, procurement, construction, and maintenance industry. Fluor Philippines now plays a key role in providing design and engineering support to all Fluor projects globally across various markets, from traditional energy markets all the way to first-of-a-kind and/or largest energy transition, semiconductor, biotech, and pharmaceutical projects.

UPERDFI VP Lito Bermudo and ED Tito Aliga represented UPERDFI. We have been the vehicle for Fluor’s donations to UP Diliman. In his message, ED Tito related the history of Fluor’s involvement that started in 2012-13, when the company furbished a Lecture Room in the Department of Mining, Metallurgical, and Materials Engineering in the new DMMME Building. (This was renovated in 2022-23 by Fluor.) The Process Simulation and Plant Design Laboratory at the Department of Chemical Engineering was inaugurated in 2015, with donations for software license fees. In 2022, a donation was made for the Institute of Civil Engineering Structural Engineering Lab, and in 2023, for the Power Laboratory at the Electrical and Electronics Engineering Institute.

The program was hosted by Abe Clarito, Fluor GUSP PH Chair, who provided Fluor Company overview and GUSP Charter. Other attendees included Fluor Officers and UPCOE Institute and Department leaders. Among the Fluor delegation are UP Engineering Alumni Rowena Quirimit and Pierree Angeli Gilbuena of DChE together with Clarissa Tan and Jerome Tan of ICE. Joanne Angtuaco (ChE), a UPERDFI member, is also affiliated with Fluor.

Fluor also continues to conduct special lectures in Chemical Engineering and Material Engineering as well as hosts interns. According to Fluor GUSP Executive Sponsor Art Aycardo this year’s budget will be allocated in support of a Mechanical Engineering department-proposed project.
